Super Typhoon Rai (local name Odette) swept through the Philippines and made its first landfall on 16 December 2021 in the coastal city of Siargo with subsequent landfalls across eight other areas in Mindanao and Visayas region in the Philippines. On 21 December 2021, the Government of the Philippines declared a one-year state of calamity.
According to Bureau of Fisheries and Aquatic Resources (BFAR) Bohol the storm devastated around “95 percent” of fish cages and ponds and other fishery facilities across the province.
In Sipalay, Negros, the tourism and fishery section have been badly hit and estimated lost of more than 350 Million Philippine Peso.
With this situation, adding to the impact of COVID-19, many fisher folks and farmers have lost their source of livelihood.
The Camillian Task Force Philippines started to provide particular needs to identified families in Bohol and Sipalay through proper screening with a long term intervention to help these communities in building community-resilience in times of disasters, in collaboration with local partners: Society of Ex-Camillian Seminarians Inc. in Bohol and Camillian Task Force Negros Unit in Negros Occidental.
The purpose of the project is to provide relief assistance and early recovery response to the most affected areas in Bohol and Negros Occidental located in the interior and coastal areas.
The parishes of Our Lady of Fatima (Calape), St. John of the Cross (Tubigon), Sto. Nino Parish (Ubay), St Francis Parish (Sipalay) will be the base areas. The target number of families to receive livelihood assistance in Bohol and Negros is more than 111 beneficiaries. School rehabilitation and restoration will also be given to the areas of Brgy Inanuran, Tubigon, Bohol (an Island Barangay, 100% of the houses are totally damaged).
BOHOL relief operation
A. Provision of Water Supply to some members of the Society of Ex-Camillian Seminarians, done through the efforts of Atty. Florendo Columnas and the support of Camillian Philatrophic Office in December 2021.
B. Provision of Food Packages and Hygiene Kits
December- January 2022: CTF Philippines in collaboration with Ubay, Bohol volunteers and Ex-Camillians distributed food packs and hygiene kits to more than 265 families in Brgy. Calanggaman and Brgy Tapon, Ubay Bohol, supported by CPHDO.
January 2022: Giving of relief goods and solar lights in Inanuran Island, Matabao Tubigon Bohol.
C. Provision of Shelter Materials
January- March 2022: Initailly Camillian Task Force Philippines (CTF) has provided shelter Materials to Camillian Religious Fr. Ruben Mandin, MI and family for the repair of their shelter. CTF Philippines in cooperation with Society of Ex Camillian Seminarians Inc. Bohol (SECSI) and St. John of the Cross Parish, Cahayag, Tubigon with Rev. Fr. Roy Reambonanza as the Parish Priest conducted a Shelter Mission for Odette Survivors in Inanoran Island, Tubigon, Bohol.
D. Provision of Solar Lamps to families
January- February 2022: More than 1 month after Typhoon Odette, homes in Bohol are still in darkness because there is still no electricity and so with communications.
In response, CTF in cooperation with SECSI Bohol, provided : more than 450 solar lamps to families in Tubigon, Calape, Tagbilaran and San Miguel by SECSI and more than 300 solar lamps to identified families In Upper Cabacnitan Batuan, Quezon, Batuan, Salvador, Sierra Bullones, San Agustin, Sierra Bullones through the efforts of SECSI in collaboration with volunteers from Batuan School.
NEGROS relief operation
A. Provision of Food Packs and Hygiene Kits accompanied by medical, mental health psycho-spiritual & COVID19 vaccination services:
February-March 2022: Through the efforts of Camillian Task Force Negros Unit (led by Ex- Camillian Scholastic Lucky Degillo), in cooperation with the Diocese of Kabankalan, Sipalay-LGU, DOH and other partners-- Camillian inspired mission was served to families affected by Typhoon Odette in Sipalay, Negros Occidental.
Medical services: 548 patients
Mental services/PFA/PSS including referrals: 47 children/ 32 adolescents
COVID-19 Vaccination: 552 first dose/ 439 second dose
Food Packs and Hygiene Kits: 1,050 families
B. Provision of Shelter Materials
December- January 2022: CTF Philippines provided shelter Materials to Camillian Scholastic Bro. Vengie Ibanez, MI and family situated in Negros.
RECOVERY Phase
BOHOL
1. Inanuran, Tubigon, Bohol: Through the on-going efforts of a collaborative effort of CTF PH, SECSI and the Partish of St. John of the Cross boat (livelihood) repair and replacement is underway, supported by Camillian Foundation of Taiwan. 10 pump boat replacement and 8 pumpboat repair.
2. Tapon, Ubay Bohol: In collaboration with Yellow Boat Foundation, the provision of pumpboats to more than 15 families is in the pipeline.
NEGROS OCCIDENTAL
1. Sipalay and Kabankalan, Negros Occidental: On-going mental health and psychosocial interventions and activities has started in collaboration with Kabankalan Catholic College Psychology Department. This is a one-year project starting in March 2022.
2. Livelihood, Negros Occidental: Mapping of families in the target community will be done before Holy week April 2022.
